The loss of the 1790, 1800 and much of the 1810 census for Virginia is a tragic loss to researchers. However, beginning in 1782 the counties of Virginia began sending copies of their tax lists into the state each year. The personal property tax lists are a veritable year by year census.

I have not yet done an exhaustive search. I have checked some counties where I knew Sams ought to be living.
