Funeral Services will be held at 11:00 AM on Friday, August 16, 2013 at Richardson Funeral Home. The family will receive friends immediately after the service at the funeral home. Mr. Skipper was born in Marion County, a son of the late Fred and Ethel Hardwick Skipper. He is also predeceased by his wife, Patricia Anne "Pat" Skipper, a son, Randy Skipper, and grandson, Scottie Horne. Mr. Skipper was retired from the City of Marion, where he served as Street Superintendent. Surviving are his son, Joe Skipper; daughters, Norma Skipper Wygand (Jack) and Jo Skipper Horne (Gregg); brothers, Doug Skipper (Faye) and Hoyt Skipper (Florence); sister, Juanita Calhoun; and grandchildren, Maddie Wygand, Ali Wygand, and Erin Horne.
